Job Title: Cultural Safety Liaison Officer – Administrative Processes Specialist
Job Group: 33 – Administrative Professional
Hours/Week: 1 FTE for a period of 2 years (from April 1, 2023 to March 31, 2025)

General Duties

Reporting to the Assistant to the President and Director General and in collaboration with various teams, the person strives to build and maintain constructive and cooperative relationships steeped in mutual trust between the communities, Indigenous organizations and the institution.

Internally, the person will support and help managers, case workers and clinical team members develop and/or adapt culturally relevant and secure services and practices. The role is designed to uphold the continuity of services offered to First Nations thanks to the partnership between the communities, Indigenous organizations in urban settings and the facilities. The ultimate objective is developing culturally safe care and services.

Specific Functions

  • Work in collaboration with internal and external partners with the goal of developing a continuum of services that will provide Indigenous users with greater accessibility, quality and continuity between the various transfer points (e.g., administrative services at the time of a patient’s discharge).
  • Assist with the coordination of complex interinstitutional transfers at the request of clinical departments or instances, to notably facilitate the user’s experience, all within established clinical and administrative limits.
  • Verify certain transfer point processes to improve the experience of patients while receiving care and services.
  • Identify certain cultural safety issues to uphold the institution’s action plan.
  • Represent, at the immediate superior’s request, the interests and specific issues of Indigenous and English speaking users with various committees and other advisory bodies.
  • Provide professional assistance with regard to the development and roll-out of cultural safety measures with various directorates, based on government department orientations and the institution’s strategic objectives;
  • Provide directors with assistance and advices in relation to the introduction or improvement of programs and services (protocols, service trajectories, cooperative agreements, etc.) incorporating elements of cultural safety.
  • Take part in the research activities needed to identify and evaluate the needs of First Nations and Inuit and the relevant resources presently available in our facilities.
  • Promote practices that foster equity for First Nations and Inuit in care and services, the organization itself and the latter’s governance.
  • Intervene with users and families, either regularly or when an urgent need is discovered, to resolve intercultural problems alongside various teams.
  • Participate in the orientation and integration of new workers.
  • Promote the application of and compliance with policies, procedures, rules and ethics regulations to help uphold the security of the environment and ongoing practices.
  • Apply confidentiality and privacy regulations.
  • Collaborate with the Commissioner of complaints and service quality.
  • Report all incidents/accidents and cooperate during the ensuing analysis/investigation, as the case may be.
  • Remain vigilant and notify the clinical team of all suspected maltreatment or abuse of vulnerable persons.
  • Help identify and implement solutions to prevent the recurrence of adverse events.
  • At the immediate superior’s request, take on all related responsibilities to allow the institution to meet its objectives.
  • Prepare requested reports on a timely basis.

Safe Provision of Care and Services

  • Understand and comply with the laws and regulations governing the safe provision of care and services, professional orders, individual and group contracts, and the institution’s administrative procedures and policies.
  • Strive to ensure a safe environment for patients, users, staff and visitors.
  • Report any situation that constitutes a risk.

Requirements

  • Bachelor’s degree in human or social sciences, health sciences or administration.
  • Knowledge and/or relevant experience with regard to Indigenous reality.
  • Specific training (completed) or experience in the area of continuous improvement or project management.
  • Knowledge and/or relevant experience of the user/patient experience.
  • Membership in a professional order, as the case may be.
  • General computer skills (more specifically, Microsoft Office).
  • Adequate knowledge of English an asset.
