COORDINATOR OF ADMINISTRATIVE RESOURCES – YOUTH HEALING SERVICES (0345)

PERMANENT FULL-TIME

STATUS: 1 – Permanent Full-Time
SALARY: Class 37: Min. $78,482 – Max. $102,026

SUMMARY OF THE POSITION

Reporting to the Assistant Director of Youth Healing, the incumbent contributes to the line management leadership, accountability, planning, organization, coordination and reporting, and; helps to ensure the daily implementation and supervision of the quality of the administrative resources (residence guards, kitchen staff , administrative services of Youth Healing Center), the maintenance staff for the Youth Healing Services in Eeyou Itschee, and the YCJA program and the intensive supervision measures within the Youth Healing jurisdiction.

The incumbent will provide supervision to Youth Healing workers, under its responsibilities. The incumbent will assume the same responsibilities as the other coordinators of the Youth Healing Services when replacing them.

SPECIFIC FUNCTIONS

  • Contributes to the development, distribution and up-dating of the programs and services, and; contributes to the Regional Plans for the organization of services.
  • Contributes in assuring that planning is complete for operational use, and includes clinical service and program objectives, policies, protocols, program and employee support tools, and results in Program Manuals and Management Guidelines that support a quality assurance system design.
  • Participate to the committee of coordinators under the responsibility of the Director of Youth Healing services and contributes to the planning and coordination of services, to the elaboration of policies and procedures regarding services.
  • Participates in the planning, organization and coordination for the development and programming of YH services, and the incorporation of such in policies, procedures, protocols and tools.
  • Ensures that the programs and services provided are based on respect and autonomy of individuals and communities, and respond to their bio-psycho-social needs as well as cultural and spiritual needs.
  • Participates in the implementation of the policies regarding access to client files. Contributes to the development of an effective system for the preparation of intervention plans, record keeping (client file) and the maintenance of various records.
  • Ensures the organization, coordination, implementation, control, and reporting according to the CBHSSJBs clientele approach in the context of its mandate.
  • Ensures the programming function for the organization’s services and programs planning associated to the unit.
  • Ensures the daily planning of the responsibilities of the services in order to support fully and respond adequately and timely to the needs of the coordinators responsible for the services of the clientele.
  • Contributes to ensuring the daily planning, leadership, accountability, organization, coordination, implementation and control of a high quality of life, services and programs within the Youth Healing jurisdiction, in collaboration with others and according to the CBHSSJB’s client approach through the:
    • Respect and protection of the individuality, privacy and rights of the clients;
    • Assurance that the clients’ family and other significant persons or legal representatives are integrated, should the case arise, into the process attached to the youth healing practice;
    • Implementation of the youth healing programs, policies and procedures, as per the program manuals and management guidelines;
    • Organization and supervision of the daily activities of the clients and staff;
    • Provision of the necessary information and support to the staff so that they have the means to apply the interventions, provide care, and respect the rights of the clients;
    • Implementation of the policies and procedures for the welcoming and integration of clients to the YH services in collaboration with the youth protection (YP) service;
    • Implementation of the policies, procedures and criteria for the movement of the clientele (admission, registration, transfer, departure and closing of files) in collaboration with the YP Service; etc.
  • Participates in the operational planning, organization and implementation of the YHS regional programming and management support activities to the YH services and programs (i.e. Intake and Clinical Advisors, and Administrative Officers (Secretaries)).
  • Collaborates in the implementation of coordination and continuity mechanisms for the 24 hour per day year-round YH services for the unit, as required.
  • Contributes to the implementation and supervision of the Quality Assurance Program, the norms and standards of quality and interventions, and the satisfaction of the clientele served in the three sites for which the unit is responsible.
  • Collaborates in the development of clinical and management information systems.
  • Ensures the implementation of mechanisms for the professional supervision of the YHS staff, and their professional, clinical, and administrative activities, and programming.
  • Contributes under the leadership of the DPSQAs and the DMAS in the design and evaluation of such. Participates with the Quebec Orders or Associations on the professional inspection process, in collaboration with the DPSQAs and the DMAS.
  • Ensures the efficient people management of the Unit by:
    • Demonstrating and promoting on-going, effective and open communication with employees, including keeping staff members informed of decisions that impact them and/or their Unit;
    • Ensuring sufficient staffing levels at all times in order to effectively execute operations;
    • Being directly responsible and accountable for the supervision and management of employees and overall management of the Unit.
  • Ensures the financial management of the Unit by:
    • Collaborating in the management of the budget for the Unit;
    • Monitoring quarterly budget reports provided by the Financial Resources and reporting on any financial issues related to the Unit.
  • Carries out any other function at the request of the immediate supervisor

REQUIREMENTS

EDUCATION & EXPERIENCE:

  • Bachelor degree in Social Work or Psycho-Education. A Certificate or courses in administration is an asset. Three (3) years’ experience in supervision or administration in a social service or readaptation environment.

OR

  • CEGEP Diploma in Social Work or Special Needs Counselling, prior experience in CBHSSJB social services and 6 years experience in readaptation team leadership.Bachelor degree in Nursing and member of the O.I.I.Q;

KNOWLEDGE AND ABILITIES

  • Knowledge of the Quebec and MSSS laws and regulations for Youth Protection and Readaptation programs, and the Youth Criminal Justice Act (federal);
  • Knowledge of the MSSS Youth Protecrtion and Readaptation Network and its current orientations, services and operations;
  • Knowledge of Youth Healing (readaptation) practice, current issues and trends, and supervision;
  • Good record in an appropriate level of Youth Healing services management or leadership, and; human, financial, material and information resources management is an asset;
  • Excellent critical thinking, planning and organizational skills;
  • Excellent interpersonal communication, leadership and teamwork skills;
  • Excellent communication skills, both written and presentation;
  • Ability to effectively collaborate with all colleagues, as a team member and team leader;
  • Ability in office computer applications;
  • Knowledge of Cree culture is an asset;
  • Proven ability or potential to be effective in the Cree Nation;
  • Knowledge of, or ability to grasp the issues and context that relate to First Nation social services and youth healing

LANGUAGE

  • Fluent in English;
  • Fluency in Cree or French is an asset.

OTHERS

  • Includes on-call periods;
  • Willing to travel.
