Roles and Responsibilities

Reporting directly to the Treasurer with accountability to CFNW Council, the Treasurer in Succession is a temporary growth position to become Treasurer that involves shadowing the current Treasurer to acquire the needed technical knowledge as well as coaching from external experts working with the department of Finance. The accountability of this role will be passed on gradually.

Functional and Strategic Responsibilities

  • Oversee the project pertaining to change management initiatives within the Finance department identified through financial assessment reports, as well as updates and changes to the terms of policies and procedures of the department.
  • Review and analyze the cash flow and financial statements and adjust anomalies to ensure smooth operations according to all legal and regulatory requirements.
  • Collect and analyze financial information to assess the current or future financial status of the CFNW and provide recommendation for improvement where necessary.
  • In collaboration with the Treasurer, prepare financial statement for departments, the Finance Committee, Management Committee, Executive Committee and the CFNW Council.
  • Evaluate financial reporting systems, accounting or collection procedures, or investment activities and make recommendations for changes to procedures, operating systems, budgets, or other financial control functions.
  • Prepare operational or risk reports for financial management analysis by the Finance Committee who will then make recommendations to the Management Committee, Executive Committee and CFNW Council.
  • Review account receivable reports to determine the status of collections and the amounts of outstanding balances.
  • Assist in the analysis of investments to determine their potential financial impacts on the community.
  • Receive, record, and prepare for authorization requests for payments in accordance with the CFNW financial policies and procedures in coordination with the Treasurer.
  • Assist in the coordination of the financial planning, budgeting, procurement, or investment activities of the CFNW.
  • Assist in the preparation of financial statements, business activity reports, financial position forecasts, annual budgets, or reports required by the CFNW Council.
  • Analyze the financial details of past, present, and expected operations to identify development opportunities and areas where improvement is needed.
  • Assists in audits’ coordination of CFNW accounts and financial transactions to ensure compliance with applicable policies and procedures.
  • Assist in providing direction and assistance to other departments regarding accounting and budgeting policies and procedures and efficient control and utilization of financial resources.
  • Summarize budgets and submit recommendations for the approval of funding requests.
  • Work in collaboration with the departments to oversee budget applications and expense reports.
  • Provide advice and technical assistance to the departments with cost analysis, fiscal allocation, and budget preparation.
  • Compile and analyze funding agreements data to determine the financial resources required to implement a program and perform cost-benefit analysis to compare operating programs, review financial requests, or explore alternative financing methods.
  • Consult with Directors to ensure that budget adjustments are made in accordance with program changes and communicate results to the Treasurer and stakeholders.
  • Lead the implementation of a comprehensive filing and archiving system.

Supervisory Responsibilities (Gradual Succession)

  • Assist the Treasurer in the supervision of the Finance Supervisor. Assist in setting individual and team objectives that are aligned with organizational and departmental goals.
  • Assist the Treasurer with planning and overseeing the activities of the Finance team.
  • Participate in the recruitment of department’s staff members.
  • Assist the Treasurer in overseeing the development of the team and recommend adequate training programs to support their growth.
  • Report any concerns of unusual and/or suspected misuse of resources to Treasurer. Propose remedial action when required.
  • Promote on-going, effective, and open communication with employees. Keep staff members informed of decisions that impact them and/or their department.

The above are the basic duties and responsibilities of the Director General. Other duties may be assigned by the Treasurer and  CFNW Council from time to time.

Experience and Education Requirements

  • College or bachelor’s degree in accounting and/or six (6) to ten (10) years of relevant work experience, or equivalent combination of education and experience.
  • Accounting certification is a strong asset.

Language Skills

  • Fluency in Cree
  • Fluency in English, spoken and written
  • Fluency in French is an asset

Knowledge and Abilities

  • Strong leadership, interpersonal and communication skills
  • Excellent knowledge of accounting and bookkeeping practices
  • Excellent budgeting and sheet-balancing skills
  • Excellent organizational skills

  • Working knowledge of computers, Microsoft Office products and Accpac computerized accounting program
  • Proficient in writing reports and business correspondences

Working Environment

The Treasurer in Succession works from an office at the Band Administration Building and is responsible for working from 9:00 am to 5:00 pm, with one hour off for lunch. Due to the nature of the work, travel is required to attend meetings out of the community. In some instances, the Treasurer in Succession may have to handle confidential matters, and it is primordial that such matters are treated with utmost sensitivity.


The Treasurer in Succession assists in overseeing financial security and compliance of the organization as well as the Finance department according to the policies and procedures of CFNW. This includes assistance in controlling budget reports and expenditure.
