Core Functions
Under the general direction of the Director, and the immediate supervision of the Coordinator of Monitoring, the Monitoring Officer is responsible for implementing the Cree Nation Forest monitoring systems and assessments with the objective of providing reliable forest resource information for national forest policy development, planning and sustainable management.
Functional Responsibilities
- Implement various forest-monitoring programs with team ensuring that the provisions of the Adapted Forestry Regime and the Baril-Moses Agreement are being implemented in the operational setting.
- Conduct seasonal field-level inspections based on information contained in the planification opérationelle (PAFIOs) and programme annuelle (PRAN) forestry plans for validation purposes.
- Assist the Joint Working Group members when investigating concerns raised by Cree land users and forestry companies in the field setting, particularly related to the implementation of approved harmonization measures.
- Assist and accompany Ministère des Forêts, de la Faune et des Parcs (MFFP) and or Cree Wildlife managers monitoring efforts for work in the commercial forest zone.
- Collaborate with the Cree Joint Working Group Members, participate in a program to revise and update the Cree Land Use Maps (CLUMs).
- Liaise with MFFP Forestry Monitors to validate results of their monitoring programs.
- Provide advice and support to other Cree Nation Government staff on matters related to forestry and forestry resources.
- Assist Cree communities on matters related to forestry.
- Support Cree members of the Cree Quebec Forestry Board when required.
Reporting Responsibilities
- Assist in the preparation of reports with the Coordinator of Monitoring on the results of project validations.
- Provide monthly reports on field level inspections.
Other Responsibilities
- Maintain up-to-date knowledge and skills in area(s) of responsibility.
- Perform other duties as required.
Education
- • College Diploma in Forestry or in a related field.
Experience
- One to three years of relevant work experience.
Language
- Verbal and written fluency in English.
- Fluency in French and Cree is an asset.
Knowledge and Abilities
- Good communication and interpersonal skills
. - Good organizational skills and ability to coordinate multiple tasks and respect deadlines.
- Familiarity with ESRI GIS software.
- Ability to work well both independently and in a team environment.
- Knowledge of Microsoft Office.
Additional Requirements
- Willingness to work in both an office and outside setting for extended periods, including exposure to extreme weather conditions, loud noise, work near mechanical parts and uneven terrain.
- Willingness to work irregular hours.
- Willingness to travel.
- Valid driver’s license.
The Cree Nation Government may, at its discretion, waive any or all of the aforementioned requirements if a suitable candidate who is a JBNQA beneficiary accepts to follow a training plan determined by the Cree Nation Government as a condition of employment.
