Job Description
LOCATION: Ouje-Bougoumou Cree Nation
DEPARTMENT: Housing
STATUS: Permanent Fulltime
SALARY: According to Salary Scale of OBCN (Ouje-Bougoumou Cree Nation)
Primary Objective:
Reporting to the Director of Housing, the Housing Inspector is responsible for the Inspection of the new private housing units being built in the Community by Individuals. The Housing Inspector is responsible to perform the social and band housing unit preventive maintenance inspections as per the established preventive maintenance plan. The Housing Inspector is to provide advice to individuals on how to access funds and how to manage the construction activities
Duties and Responsibilities:
Functional Responsibilities
- Communicate all relevant project information with client and housing department team
- Track the progress and quality of work performed by contractors/sub-contractors
- Monitor projects plans and schedules
- Maintain contract execution tracking log
- Track and present contemplated change orders of project
- Perform the social and band housing unit preventive maintenance inspections as per the established preventive maintenance plan
- Update the preventive maintenance housing database with the inspection report information for the social and band units
- Do mould inspections for the social and band units as per requested from the housing department
Financial Responsibilities
- Submit purchasing requisitions on a timely manner
Administrative and Reporting Responsibilities
- Advise the contractor and the private owner of any discrepancies from the agreed upon plans and from the Cree Housing Standards and Guidelines
- Redo the inspections listed above until the reported deficiencies are resolved
- Record all of the progress reports locally and regional
- Provide advice to individuals on how to access funds and how to manage the construction activities
- Assist the individuals in finding answers on private housing
- Provide the progress report, following the review of the plans for each inspection to the director of housing and/or the director of public works and to the private owner
- Review the plans of the private housing units built in the community as per established checklist and the Cree housing standards and guidelines
- Perform the inspections of the private housing units being built in the community as per the established checklist and the Cree housing standards and guidelines as follow;
- Foundation
- Structure and insulation
- Electrical and mechanical; and
- Final construction
- Maintain up to date knowledge and skills in area(s) of responsibility
- Ensure safety
Qualifications:
Education and Certification
- Bachelor Degree in civil engineering or a related field
Language Skills:
- Fluency in Cree and English
- Fluency in French is an asset
Knowledge and Abilities:
- Knowledge of public works structure
- Strong judgement and problem solving skills
- Good Communication skills
- Ability to work well both independently and in a team environment
- Excellent organization skills
- Multitasking skills
- Respecting deadlines
- Knowledge of Microsoft Office
- Willingness to be flexible and adaptable to changing priorities
- Working knowledge of municipal codes, laws, by laws and regulations
