Job Description
Core Functions
The Labour Relations Officer participates in the Eeyou Enou Police Force (EEPF) union-management relations and provides administrative support on labour relations matters. The incumbent contributes in maintaining a harmonious working environment between the employees, the managers and the Union representatives.
Labour Relations Responsibilities
- Assist in addressing labour relations issues through facilitation, collaboration and effective problem-solving methods and bring forward actionable issues as appropriate
- Consult with managers, employees, and HR colleagues, providing guidance and interpretation on human resources policies and procedures, collective agreement and employment law in a manner that is progressive, compliant and contributes to equitable practices throughout the organization
- Coordinate grievance processes including research and documentation necessary to the employer’s position in grievance responses, mediation and arbitration. Ensure outcomes are implemented in an accurate and timely manner
- Participate in the development and implementation of labour-related policies.
- Support the grievance handling process including investigations, ensuring compliance with the collective agreement timelines
- Provide administrative support during the collective bargaining negotiations
- Provide research and contractual services to the department in the development of strategies for bargaining and grievance response
Interaction/Communication Responsibilities
- Maintain effective relationships with union agents through clear communication, correspondence and use a solution-focused approach to problem solving
- Work with the union and management to resolve grievances at an early stage
- Assist in the coordination of joint committee meetings and other union-related activities while providing administrative support (meeting planning, note taking, and briefings)
- Train Senior Officers or supervisors on topics related to labour relations, such as working conditions and other internal practices
Reporting Responsibilities
- Provide monthly grievance and arbitration status reports to the Coordinator of Labour Relations
- Summarize data, and generate reports, letters and other documents for a variety of audiences including the Senior Officers, the Union, Human Resources and Finance departments, and other departments as required
- Assist in the implementation of changes to streamline the labour relations processes and services to employees
- Collect, analyze, evaluate relevant facts and provide guidance and advice to Senior Officers and Officers on issues respecting human resources and employee relations management, collective agreements, grievances and arbitration matters
Administrative Responsibilities
- Create and maintain a document management system (hard copy and electronic) for information management of files and records relating to grievances, collective agreement, contract interpretations, contract negotiations, arbitrations and memoranda of agreement
- Maintain records including databases of all employment terminations, employment-related legal opinions, and all arbitration records for easy reference
- Organize and maintain HR/Union-related calendar
- Responsible for monitoring the labour relations activities’ budget, while ensuring that deadlines are met
- As requested, design and conduct surveys. Review case law and emerging labour relations trends to help shape our labour relations strategies
Other Responsibilities
- Maintain up-to-date knowledge and skills in area(s) of responsibility
- Perform other duties as required
Education
- Bachelor’s Degree in Human Resources, Administration Management or related field
- Minimum of two years’ experience in a unionized environment
Experience
- Three to five years of relevant work experience
Language
- Fluency in English
- Intermediate French (speaking and reading)
- Fluency in Cree is an asset
Knowledge and Abilities
- Familiarity with provincial labour regulations and administration of collective agreements
- Ability to build and maintain positive working relationships and to work in a multi-disciplinary team based working environment
- Proven success in maintaining strong communications, including the ability to facilitate effectively
- Demonstrated tact, diplomacy, and objectivity
- High level of attention to detail, accuracy, and confidentiality required
- Ability to identify problems, evaluate alternatives and make logical, reasoned decisions
- Good research and analytical skills
- Good organizational skills and the ability to organize and prioritize workloads
- Demonstrated ability to work under pressure and to adapt to a changing environment
Additional Requirements
- Typical office setting where there are no unusual physical demands
- Willingness to travel occasionally
