Human Resources – Outreach and Capacity Development Specialist


Chisasibi or Nemaska (other communities will be considered)

Core Functions:

The Outreach and Capacity Development Specialist is responsible for the outreach and employment activities that support the Cree Nation Government’s strategic capacity building objectives. The incumbent will focus on effectively promoting the policing program and career opportunities within the Cree Nation Government.

 Functional Responsibilities:

  • Contribute to the identification of staffing needs of the Cree Nation Government.
  • Develop an outreach, employment and retention strategy to assist in increasing the employment of Cree beneficiaries, across all classifications, including the Eeyou Eenou Police Force.
  • Develop, lead and participate in recruitment and outreach activities and represents the Cree Nation Government during these activities both in-person and virtually online. For example: plan and give presentations to small or larger audiences, career/education fairs, K-12 schools and post-secondary institution visits, and other special HR-related events.
  • Provide administrative and analytical support to recruitment and retention strategy.
  • Develop and apply established procedures and guidelines to ensure an efficient delivery of all activities.
  • Answer questions on internal employment opportunities and working conditions.
  • Develop and maintain webpages, social media and other materials related to outreach activities.

EEPF Responsibilities:

  • Identify potential programs specifically for youth that are designed to expose them to law enforcement and the career opportunities available.
  • Create a positive and favorable impression of the EEPF with community members.
  • Market effectively the policing program by engaging with school counsellors.
  • Coordinate outreach efforts to K-12 students and community members in collaboration with EEPF Officers.
  • Organize and implement the selection camps.
  • Assist the Cegep with the admission process for the policing program.
  • Advise on the policing program application and admission processes, program details, financial assistance and student services.
  • Communicate with applicants regarding receipt of their documents, the status of their application, and advise them of missing documents.
  • Coordinate background and reference checks.
  • Provide supportive advising to unsuccessful applicants.
  • Draft Issue Sheets for Management Committee’s review and approval.
  • In collaboration with Senior Officers, ensure proper integration of new trainees into EEPF.
  • Measure and report on success in recruitment, retention and graduation of students enrolled into the policing program.
  • Identify practices or drawbacks which adversely affect Cree beneficiaries in their access to or participation in the policing program and proposes recommendations.

Interaction/Communication Responsibilities:

  • Foster working relationships with the Cree School Board and post-secondary institutions.
  • Travel to Eeyou Istchee to promote the policing program and other employment opportunities within the Cree Nation Government.
  • Work in collaboration with the communication team to develop and create different outreach tools such as: videos, posters, social media messages, etc., to promote Cree Nation Government.
  • Participate in external recruitment functions including but not limited to education/career fairs (community events, Cree School Board, Apatisiiwin Skills Development, etc.).
  • Identify summer student opportunities and internships within the Cree Nation Government’s departments.

Administrative Responsibilities:

  • Review, redirect, process and facilitate incoming and outgoing regular and electronic correspondence and paperwork to provide prompt and appropriate action with respect to inquiries, concerns and issues.
  • Enter and manage data from multiple sources, verify entries for accuracy and completeness, perform audits of own work or that of others to ensure conformity with established procedures.

Research, Analysis and Reporting Responsibilities:

  • Prepare reports related to outreach activities and enrollment into policing program.
  • Prepare and monitor an annual budget for outreach activities.
  • Maintain a calendar of outreach activities, including events, workshops, and other communication opportunities.
  • Report on performance metrics and feedback from outreach activities attendees.
  • Prepare reports and participate in drafting the human resources annual report.
  • Maintain an efficient and effective electronic and manual filing syste

Other Responsibilities:

  • Maintain up-to-date knowledge and skills in area(s) of responsibility.
  • Perform other duties as required.



  • University Certificate in Administration, Human Resources, Communications or related field.


  • Three to five years of relevant work experience.


  • Fluency in English.
  • Fluency in verbal Cree and French.

  • Proficiency in Microsoft Office products. 

Additional Requirements:

  • Typical office setting where there are no unusual physical demands.
  • Willingness to travel regularly.

The Cree Nation Government may, at its discretion, waive any or all of the aforementioned requirements if a suitable candidate who is a JBNQA beneficiary accepts to follow a training plan determined by the Cree Nation Government as a condition of employment.

 Other Details:

Pay Type: Salary

Minimum Hiring Rate: $52,654.00

Maximum Hiring Rate: $70,294.00
