Job Description

TITLE: DIRECTOR OF FINANCE

STATUS: FULL-TIME PERMANENT

CORE FUNCTION:

Under the general direction of the Cree Nation of Mistissini, but more specifically under the supervision of the Treasurer, the Director of Finance will ensure that all accounting activities of all funds are up to date and ensure that the rules and regulations of Cree Nation of Mistissini and various organizations and funding sources are implemented and respected.

CHARACTERISTIC FUNCTIONS:

  • In collaboration with the Treasurer, coordinates the financial activities of the Finance Department to ensure continuity of accounting activities and that accounting principle are followed and respected;
  • Assist in the monitoring of all budgets and available funds and expenditures related to Cree Nation Government Funds, NRA Funds – EELP/ Cree Nation Trust, JBEC, BOC, capital grant funds as well as other funding which may be entrusted with Cree funding responsibilities related to the council and community of the Cree Nation of Mistissini;
  • Conduct financial analyses and prepare detailed, complex financial reports and statements, including financial forecast statements;
  • Responsible for the preparation and distribution of all financial requirements for external funding and granting agencies. Responsible for the timely and proper reporting of all financial records and transactions;
  • Supervise and oversee the work and of the Finance Manager, Accounting Supervisor and Paymaster;
  • Assist in meeting with the various CNM departments to ensure completion in the preparation of departmental or program budgets and submits them to the Treasurer;
  • Monitor all expenditures against individual budget provisions including all fees for professional and other services, and reviews financial forecasts with each department, including programs/ projects under the responsibility of the Cree Nation of Mistissini;
  • Assist Treasurer and Management in establishing funding sources and follow up on payments from sources;
  • Ensure the preparation of financial statements and submits reports as required by the Management Committee, Council and it’ s Executive Committee;
  • Ensure that the accounting staff are respecting the timeframes as established in their work schedules;
  • Ensure that remittances are submitted by Group Insurance, Cree Pension Plan, CNESST, Social Fund, tax returns ( GST/ QST, fuel ), etc….
  • Examine and verify accuracy of work and checks for properly authorized payments;
  • Make recommendations to Management regarding any improvements possible in the accounting and procedures;
  • Assist the accounting personnel in closing books at the end of each month;
  • Work in collaboration with the auditors to provide all pertinent information so that the audit reports can be completed as required;
  • Develop internal control procedures in accordance with generally accepted accounting principles and, in collaboration with the Finance Manager ensure they are implemented.
  • Conduct financial investigations into matters such as high overhead, deviation from approved budgets, and/ or predicted profit. Alert the Treasurer about potential issues:
  • Assist auditors in the compilation of the annual financial statements; perform financial analysis as required by auditors;
  • Oversee the necessary training required by the Finance personnel; When appropriate and necessary, participates in training programs, seminars, correspondence courses, continuing education courses, to upgrade knowledge and skills related to his/ her job;
  • Perform other duties as requested from time to time  by the immediate supervisor.

QUALIFICATIONS AND REQUIREMENTS

  • Bachelor’s degree in Finance &  Administration; College Diploma in Accounting or Finance;
  • Five to eight years of relevant work experience in Finance, administration, and management or related field;
  • Strong leadership, management, and supervisory skills;
  • Strong writing skills with proven success in maintaining communications and strong interpersonal skills to communicate effectively and efficiently with staff and colleagues;
  • Excellent organizational skills and the ability to manage multiple projects;
  • Proven ability to demonstrate strong judgment in complex situations;
  • Proven ability to problem- solve, to think strategically, and to take initiative;
  •  Demonstrated ability to work under pressure and to adapt to a changing environment;
  • Knowledge of budgets and financial statements;
  • The ability to communicate fluently in Cree and English, French will be considered an
  • asset;
  • Ability to maintain confidentiality;
  • Willing to work on a versatile schedule, often on weekends or when necessary;
  • Knowledge of accounting software ( SAGE) and programs ( ACCPAC);

 

SALARY: Job Class 8: 84,237. 62 to $ 126, 356. 96
