3. Description
Reporting to the Director of Material Resources, the incumbent collaborates in the planning and evaluation of Material Resources, and contributes to the functional planning, organization, coordination, implementation, control and reporting of specific aspects related to the organization’s facilities. The incumbent carries out the above responsibilities in a staff/functional management manner providing services to all the line (site) managers of the organization, who have the responsibility for the facilities of their jurisdiction.
SPECIFIC FUNCTIONS:
- Collaborate in the identification of facilities needs and the planning of facilities, including the development of the organization’s facilities goals, objectives, funding programs (maintenance of assets) and policies;
- Contributes to the development of policies, procedures, standards and support aids, in user (site management) manuals required for the implementation of the facilities programs and services. Contributes to the functional support and evaluation of its application;
- Ensures such in collaborative support of the directions responsible for the management of their facilities, in order to meet their needs;
- Collaborates with others in the development of the organizations, operations and assets.
- Contributes to the Director of Material Resources’ assurance of accountability, budget planning, quality assurance, and evaluation for the facilities.
- Contributes to the operations programs, services and project management methodology.
- Contributes, in collaboration with the Site Managements, to repairs policies, programs and MIS tools, for the organization’s immovable property and its equipment.
- Contributes to the repair of facilities and its equipment, through the inventory system for the buildings and their equipment requiring maintenance and provision of technical expertise, either supporting the Site Managements for repairs in their jurisdiction, or contributing to the implementation of projects in the jurisdiction of the Facilities Coordination, according to policy.
- Participates to team meetings and assignments with the management department.
4. Requirements
Education:
- DEC specialized in construction, architecture or equivalent.
Experience:
- Three (3) years relevant experience in facilities and capital project management in ideally, a public organization.
- One year of experience supervising a work team or employees.
Knowledge and Abilities:
- Knowledge of the laws, regulations, codes and norms for public buildings construction, operations, maintenance and management. Knowledge of such within the MSSS Network is an asset;
- Strong record in building and asset management, repairs and preventative maintenance;
- Engineering knowledge and experience in all building systems (structural, electrical, mechanical, water, HVAC, etc.);
- Knowledge and experience in life-cycle costing and analysis, and all aspects of asset planning and management (buildings, energy, equipment, civil works, etc.);
- Knowledge and experience in capital and construction project management and cost-control planning and monitoring;
- Knowledge of project management planning and monitoring approaches, methods, techniques, MIS and related planning applications;
- Strong record in project management planning and monitoring (meeting deadlines and producing results);
- Good knowledge of and experience with program planning, including the development of policies and program manuals and quality assurance systems;
- Good record in an appropriate level of facilities management or leadership, with an additional four years of technical experience, and; human and financial resources management is an asset;
- Excellent critical/logical/analytical thinking skills and imaginative abstract reasoning in a problem-solving environment, and; organizational and project management skills are essential;
- Able to prioritize and work under pressure, and work autonomously and self-reliantly as a manager;
- Excellent interpersonal communication, leadership and teamwork skills;
- Ability with administrative and AutoCAD computer applications;
- Knowledge of Cree culture is an asset;
Language:
- Fluent in English;
- Fluent in Cree and in French is an asset.
Other:
- Willing to travel frequently.
