ASSISTANT DIRECTOR – YOUTH PROTECTION (0352) PERMANENT FULL-TIME

SALARY: Class 39: Min. $82.111 – Max. $106.744
SUMMARY OF THE POSITION
Reporting to the Director of Youth Protection (DYP) in the Pimuhteheu Group, the holder of the position of Assistant Director supports the DYP to assure the legal role of a Director of Youth Protection for the jurisdiction of the CBHSSJB. She/he ensures the line management, operational leadership, planning, organization, coordination, implementation, control, supervision, on-going evaluation and reporting of all activities and their human, financial, material and information resources management, related to her jurisdiction of implementing the Youth Protection Act’s interventions and services, including adoption interventions and services. This is in accordance with the Province of Quebec Youth Protection Act, the Government of Canada Youth Criminal Justice Act and the Act respecting health services and social services for Cree Native Persons.
The incumbent contributes to the definition, strategic planning, development, evaluation and quality assurance functions of the Youth Protection Unit’s services and programs and helps to ensure the tactical program, policies and protocols planning, and supports the DYP’s cross-appointment with the Miyupimaatisiiun Group and collaboration with Director of Professional Services and Quality Assurance –Psychosocial.
REQUIREMENTS
Education:
- Bachelor degree in Social Work;
- Membership in the l’Ordre des travailleurs sociaux et des thérapeutes conjugaux et familiaux du Québec is an asset;
- A certificate or courses in administration is an asset.
Experience:
- Three (3) years’ experience in Youth Protection or social services administration or leadership.
Knowledge and abilities:
- Good knowledge of the Quebec and MSSS laws and regulations for Youth Protection (YP), Foster care, Adoption, Customary Care/Adoption, and Rehabilitation programs, and the Youth Criminal Justice Act (YCJA) (federal);
- Good knowledge of the MSSS, YP, YCJA and Rehabilitation network and its current orientations and operations;
- Knowledge of secondary level youth services within the MSSS system, for accessibility and corridors of services;
- Ability to foster effective collaboration with service providers and partners, both internal (e.g. CMC-YP protocol; YHS-YP joint clinical process; Foster care) and external (e.g. Cree School Board, Multi-sectorial agreement; community organizations);
- Good knowledge of YP practice, current issues and trends, and program planning and supervision, including the development of policies and programs, and quality assurance systems;
- Strong leadership, multidisciplinary team functioning line management skills;
- Knowledge of Youth Protection software system (PIJ), knowledge of statistic purpose;
- Good knowledge of operational planning, organization and coordination; budget planning and financial management, and; human, material and information resources management;
- Good record in an appropriate level of YP services management or leadership, and; human, financial, and information resources management is an asset;
- Strong critical thinking, decision‑making, planning and organizational skills;
- Results‑oriented, autonomous, proactive, flexible, and ability to multi‑task;
- Ability in the planning and development of new services and programs; leadership to implement and support a transition of a program;
- Excellent interpersonal communication, and respectful leadership and teamwork skills;
- Human relations, coaching and mediation skills;
- Excellent communication skills, both listening, written and presentation;
- Ability to effectively collaborate with all colleagues, as a team member and team leader;
- Ability in office computer applications;
- Knowledge of, or ability to grasp the issues and context that relate to First Nation social services;
- Knowledge of Cree healing practices and paradigms, appropriate to a management role, is an asset;
- Ability to apply Cree culture, values and teachings into programs and services is an asset.
LANGUAGE
- Fluent in English;
- Fluency in Cree, French or both languages is an asset.
OTHER
- Willing to travel;
- Possibility of on-call periods.
