OPEN POSITION: ADMINISTRATIVE OFFICER – IT PROJECTS (Digital Transformation)
COMPETITION NUMBER: MIS-3776

NATURE OF WORK
Reporting to the Director of IT, the IT Administrative Officer will be responsible for analysing project requests related directly or indirectly to the digital transformation requests and initiatives of the organization, coordinating projects, managing continuity changes, establishing and implementing prerequisites, respecting established IT protocols, in order to meet the computerization needs of the relevant business units.
This person will assist and collaborate with other IT members assigned to various information systems to ensure the follow-up of project management operations and continuity
CHARACTERISTIC FUNCTIONS
• Develop a global vision for the use of IT
resources based on the assigned projects and apply
the industry best practises;
• Participate in the development of internal
policies, guidelines, procedures, and practices
relating to the use of IT components; and ensure
their distribution, enforcement, and updating;
• Ensure management of brief evaluation
requests for assigned IT projects;
• As needed, they will help clients to prepare
project requests in order to determine their needs
and requirements, and help them to prepare
presentations for the various organizational project
management offices;
- Participate in the execution of detailed analyses for approved requests;
- Provide feedback to clients on the progress of request processing;
- Be responsible for the organization, planning, and coordination of approved projects:
- Participate in the preparation of supporting documents;
- Participate in the preparation of business plans;
- If necessary, prepare specifications for calls to tenders;
- Ensure management of assigned projects;
- Evaluate human, financial, material, and information resources needed for the projects under their responsibility;
- Ensure organization, planning, and coordination of project operations;
- Manage and ensure compliance to project budgets and deadlines;
- Liaise with internal and external providers;
- Ensure quality of project deliverables;
- Report on projects follow-up to clients and the management team;
- Ensure the execution of operations contributing to healthy change management;
- Produce progress reports;
- Prepare project closure reports and provide necessary improvement recommendations;
- Produce annual reviews for submitted projects;
- Ensure the production of health reports for the IT projects under their responsibility;
- Contribute to the management of the Project registry;
- Participate in the administrative management of the project portfolio:
- Update the information on the project follow-up dashboard;
- Supply project management indicators;
- Collaborate closely with the relevant experts and project managers from different operating units, such as, if applicable, the IT product/project owners;
- Use their experience and expertise to support the evolution of the computer services project management framework and the
determination of IT infrastructural needs in building construction; - Manage agreements, contracts, supply agreements, and service agreements for assets under their responsibility;
- Liaise with the organization’s procurement departments and external providers for the projects under their responsibility;
- Participate in committees and roundtables where their expertise is required (computer services projects and IT infrastructure);
- Provide, in collaboration with the various sectors, guidance and support to the managing teams about IT resources or IT solution installation projects, and for the implementation of IT infrastructure;
- Perform any other task assigned by their supervisor within the parameters provided.
REQUIRED QUALIFICATIONS
- College diploma in Information Technology or IT management;
- Project Management certification (an asset);
- Two (2) years of IT project management experience in areas considered relevant, either in IT software implementation or in
renovation, expansion, or new construction projects for school buildings relating specifically to the determination of IT infrastructural needs.
KEY COMPETENCIES:
- Document conceptualization and drafting skills;
- Strong knowledge of English and French, both written and spoken;
- Ability to work on a team;
- Strong sense of responsibility and initiative;
- Good skills in work organization and documentation.

EMPLOYMENT CONDITIONS*
Regular Full-time position.
35hrs/week
Salary: 68,705.00 – 91,605.00$
Northern Allowance: $8,484 to $13,573
