Job Description

Title: Chief Operations Officer

Status: Full-Time Permanent Position in Mistissini

GENERAL ACCOUNTABILITY
Reporting to the Board of Directors, the President/ Chief Operations Officer is responsible for the success of Eskan Company through the implementation of sound business strategies and the effective management of available resources (employees, finances, etc.) and projects. Proactive and geared towards business, the incumbent makes sure Eskan Company functions to the maximum of its capacity, generating revenues and jobs for the Community. The incumbent is also responsible for the establishment and development of new businesses.

DUTIES AND RESPONSIBILITIES
Strategic Responsibilities

  • In conjunction with the Board of Directors, lead the development of the 5-year strategic plan.
  • Develop and implement short-term and long-term operational plans in accordance with the strategic plan and priorities.
  • Develop, communicate, and implement the company’s vision, mission and overall direction.
  • Follow-up regularly on the progresses made versus the established plans in order to ensure achievement of objectives.
  • Measure and evaluate achievement of the plan annually and prepare a report for the Board of Directors.

Functional Responsibilities

  • Responsible for the proper management of Eskan Company.
  • Assess risks for Eskan Company and ensure they are being monitored and managed.
  • Develop, communicate, and implement policies and procedures for operations and programs.
  • Ensure effective internal controls are in place for the good functioning of Eskan Company.
  • Identify, assess, and seize business development and joint venture opportunities.
  • Represent Eskan Company at trade shows to bring new customers.
  • Ensure all projects and programs are managed with ethics in accordance with corporate social responsibility and sustainability principles.

Communication Responsibilities

  • Communicate on behalf of Eskan Company to shareholders.
  • Negotiate and resolve potential external and internal issues.
  • Act as the liaison between Eskan Company, organizations (Cree and non-Cree) and governments.
  • Participate to various working groups related to the activities of Eskan Company.

Supervisory Responsibilities

  • Actively participate in the hiring process by conducting interviews with the Human Resources Manager (as applicable) and by recommending candidates.
  • Verify and approve timesheets for direct reports.
  • Directly supervise and lead direct reports. Set individual and team objectives that are aligned with organizational goals.
  • Ensure supervisors effectively coordinate teams by coaching them and ensuring they respect all provisions of the by-laws, policies and procedures.
  • Conduct periodic performance evaluations for all managers and direct reports.
  • Identify training needs and support training and development.
  • Ensure that effective schedules are produced so that sufficient staffing levels are maintained at all times, in order to operate effectively.
  • Promote on-going, effective and open communication with employees. Keep staff members informed of decisions that impact them.
  • Ensure that managers and employees act in compliance with by-laws, policies and procedures and systematically address performance issues and problematic behaviour.

Finance Responsibilities

  • Review plans, objectives and goals in order to develop a sound budget for the following year with the help of the Chief Financial Officer.
  • Establish financial and administrative controls and ensure they are followed.
  • Manage, monitor and control closely the budget to make sure expenditures are within the company budget.
  • If the budget is not respected (gaps, overspending, etc.), immediately correct the situation by reducing expenses or by securing additional funds (funding research and proposal).

Administrative and Reporting Responsibilities

  • Attend and act as chairman to all Board of Directors meetings.
  • Prepare and present quarterly reports for the Board of Directors and the Council of the Cree Nation regarding budgets, revenues, status of programs, etc.
  • Prepare and present an annual report to the members of the Cree Nation of Mistissini regarding budgets, revenues, status of programs, etc.
  • Ensure that correct approvals have been granted and that all procedures have been followed.
  • Ensure proper file management system is maintained in order to ensure efficient retrieval of information.
  • Report any concerns regarding unusual and/or suspected misuse of resources. Suggest remedial action when required.
  • Make sure an inventory of equipment is maintained. Review and approve purchase recommendations.
  • Keep up to date with policies and changes to applicable laws. Ensure compliance.

Additional Responsibilities

  • Maintain up-to-date knowledge and skills in area(s) of responsibility.
  • Perform other duties as required.

EMPLOYMENT REQUIREMENTS

  • Bachelor’s Degree in Business Administration, Management or a related field
  • 8 to 12 years of relevant work experience
  • Fluency in Cree and English
  • Fluency in French an asset
  • Strong leadership, management, supervisory and coaching skills
  • Strong judgment and problem-solving skills
  • Sound work ethics
  • Customer focused and service oriented
  • Strong ability to communicate effectively
  • Strong interpersonal skills
  • Ability to work under pressure and to adapt to a changing environment.
  • Working knowledge of computers and Microsoft Office products

SALARY RANGE: $123,000 – $169,000 depending on the candidate
