Building a Stronger Labour Market

This program provides meaningful employment for unemployed persons through the support of job creation initiatives.

Creating a healthy and robust job market is a top priority at ASD.


The Job Creation program helps employers achieve this by providing wage subsidies for employees in new positions, giving companies and organizations the flexibility to grow their workforce with confidence. This helps to create jobs, but also opportunities for the workers of Eeyou Istchee.

FOR APPLICANTS

Organizations & Employers

The Job Creation program provides wage subsidies to support the creation of new jobs that will improve the employability of participants and facilitate their successful integration into the labour market.

 

ASD encourages employers to hire and train new personnel by providing wage subsidies for a three year period, equal to:

  • 50% in Year 1
  • 40% in Year 2
  • 30% in Year 3

Up to a maximum of $35,000 per year per participant.

Sometimes, just finding work can be a tough job. 

 

Fortunately, the Job Creation program from ASD is helping employers to create new positions that will allow you to start building your experience and earning a pay-cheque.

 

By helping to cover the costs of your wages (up to 50%), ASD allows companies to provide more opportunities for employment. This gets you back into the job market where you can start to earn some money, and provide for yourself, your family and your future.

EligibilityCriteria

Eligible ActivitiesJob creation that will improve the employability of participants and facilitate their successful integration into the labour market
Expected Results
  • Increased employment opportunities and enhancement of skills for participants 

  • Lead as much as possible to regular full-time employment 

Eligible Participants
  • Must be unemployed 

  • Must be at least 18 years of age or hold a Secondary School Diploma 

  • For apprenticeships, participants must have the necessary diploma and prerequisites as recognized by regulation of the industry. 

Duration
  • For a minimum of 52 weeks, renewable upon reapplication for a second and third year 

  • Hours per week in accordance with federal and/or provincial regulations 

Eligible Expenses
  • The applicant must make a partnership contribution of 50% of the project’s costs for Year 1, 60% for Year 2 and 70% for Year 3. 

  • A maximum annual contribution of $35,000 per participant 

  • Participant wages and mandatory employment related costs must be within maximum of $35,000 per year. 

  • Travel expenses in accordance with CNG’s Business Travel Policy

  • Tuition, training plan development and coaching expenses at a maximum of $1000 per day. 

  • Special assistance for persons with disabilities, up to $3,000 per participant 

  • Administration costs must not exceed 15% of the sub-total of the project’s expenditure before administration costs
Non-Eligible Expenses
  • Capital costs for the construction or purchase of a building, other than to support the participation of persons with disabilities 

  • Expenses which would have otherwise been incurred by the Applicant 

  • Capital expenses, such as computers and equipment not related to the training project 

  • Expenses incurred before the application is submitted
